Shikanoin Heizou is a young prodigy detective from the Tenryou Commission who has clear thoughts and sharp senses. Whenever the commission tackles an unusually complicated case, be it a major one or a mysterious one, everyone regards Heizou as their last hope to crack the code. Even the head of the Police Station marvels at his extensive experience in solving cases.
On the outside, Heizou appears more well-behaved and polite than any other new hire, but on the inside, he is thumbing his nose at all the official mumbo jumbo. Despite not being promoted to the higher ranks, Heizou could not be bothered because his ultimate goal was for criminals to be intimidated by the name of Shikanoin Heizou. Now, even the fiercest criminal lords no longer use his name even when they wish to boast, instead using the pseudonym “Cyclone, a calamity, a plague upon all us crooks!”
When he was young, Heizou became friends with a bright and agile kid who often brought all manner of new gadgets for Heizou to play with. However, this friend’s clothes were always filthy, hardly the image a rich merchant’s son would have. An honest talk between the two revealed that his friend stole the gifts from the local merchant’s guild and that he had originally met Heizou to steal some valuables from him, only to become friends instead. Heizou harshly reprimanded his friend and told him they were no longer friends. He then threw out all the items his friend had given him and saved for a green pebble, one of the pair they fished out from a small stream.
A year later, Heizou met his old friend again at the town festival and collapsed by the roadside in a pool of blood amidst the crowd’s screams. Just a moment earlier, his friend had gotten into an altercation with a ruffian who had angled to steal his Mora purse and who then, in a panic, had plunged a dagger into his heart. With his last ounce of strength, the injured friend held a pebble out to Heizou with a broader smile than when they had parted. He was glad that Heizou came to see him and said that he came to see him too.
Following the incident, Shikanoin Heizou’s intuition told him that his enemy was the thing that had mixed deception into friendship, and it had caused life to be cut short before its time, and that “Sin” was its name. One morning, one month later, Heizou sneaked out of doors to travel afar to embark on a journey to make war against his enemy. Accompanying him on this journey was a green stone—a Vision that stood for his resolve.

How to Get Shikanoin Heizou
Shikanoin Heizou is a 4-star character that has been added as a permanent 4-star item in all wish banners. Using Primogems, Acquaint Fates, and Intertwined Fates, you can make wishes on the Standard and Character Event Wish Banners to get a copy of Heizou. However, the best time to make wishes on the banner is when Shikanoin Heizou is one of the featured characters because by then,of the chance of getting him will be increased.

Team Role and Play Style
Main Damage-Dealer or DPS Character
Shikanoin Heizou is designed and will always be a DPS character or the one that deals damage to the opponent—an offense-type character.
As a DPS character, the other characters that should be in Heizou’s party can be both DPS and Support types. For support, characters, healers and shield makers are suggested. The best healer to be paired with him is Jean due to her elemental skill that can be spammed, making her work, not just as a healer but also as a battery for Heizou and help him quickly gather Anemo elemental particles.
For a shield-maker, all characters that provide shield work well with Shikanoin Heizou. So far, Zhongli and Noelle have created the strongest shields against all elements. Therefore, having them in Heizou’s party is a good choice. Thoma, Xinyan, and Diona can also take up the role of shielder in Heizou’s party.
Mona and Bennett, who can increase the team’s overall damage output with their elemental burst talents, are also good support for Shikanoin Heizou.
Talents
Combat Talents
Normal Attack: Fudou Style Martial Arts
This talent allows Heizou to perform up to 5 fisticuffs empowered by a mighty wind to deal Anemo Damage. When the button for this attack is held down, a charged attack will be performed by Heizou with a sweeping kick that also deals Anemo damage.
This attack can also be used mid-air, allowing Shikanoin Heizou to call upon the surging wind before plunging towards the ground. This will damage all opponents in his path and will deal AOE Anemo damage upon impact with the ground.
Elemental Skill: Heartstopper Strike
This seemingly ordinary strike contains Heizou’s desire for criminals to confess and repent honestly.
This particular talent can be used by tapping or holding down the button.
When tapped, Heizou will wield the swift winds to launch a Heartstopper Strike that deals Anemo damage.
If the button for the attack is held down, Heizou will charge energy to unleash an even stronger blow. He will obtain the Declension effect while charging, increasing the power of the Heartstopper Strike. When the skill button is released or the skill finishes charging, Heizou will strike forward to deal Anemo damage.
Declension can be gained up to 4 stacks and is indicated by the symbol beside Heizou’s head. This will increase the power of the next Heartstopper Strike depending on the current Declension stacks. When maximum stacks are reached, the Conviction effect will be produced to increase further the power and AOE of the next Heartstopper Strike.
Elemental Burst: Windmuster Kick
A unique technique that gathers Anemo in one place before unleashing it all in one kick. It is always there in a pinch to land on some criminals fleeing back.
Shikanoin Heizou’s elemental burst will make him lean into the air, use the Fudou Style Vacuum Slugger, and kick his opponent. The Vacuum Slugger will explode upon hit and create an Arresting Windtunnel that pulls in nearby objects and opponents, dealing AOE Anemo DMG.
When Vacuum Slugger hits opponents affected by Hydro, Pyro, Cryo, or Electro, the said opponents will be afflicted with Windmuster Iris. Such Windmuster Iris will explode after a moment and dissipate, dealing AOE damage to the corresponding aforementioned elemental type.
Vacuum Slugger can afflict a maximum of 4 opponents and cannot be under the effect of Windmuster Irises of different elements simultaneously.
Passive Talents
Paradoxical Practice
This passive talent will enhance how Heizou gains a stack of Declension. With this unlocked, when Shikanoin Heizzou activates a Swirl reaction while on the field, he will gain 1 stack of declension stack for heartstopper Strike. This effect can be triggered once every 0.1 seconds.
Penetrative Reasoning
This talent allows Shikanoin Heizou to provide support to his team. With this unlocked, after his Heartstopper Strike hits an opponent, all party members’ Elemental Mastery will be increased by 80 for 10 seconds. Shikanoin Heizou, however, will not benefit from this.
Utility Passive: Pre-Existing Guilt
With this passive, whenever Shikanoin Heizou is at the party, the sprinting Stamina consumption of the entire team will be decreased by 20%. This effect cannot be stacked with Passive Talents that provide the exact same effects.
Constellation: Cervus Minor
Constellation Level 1: Named Juvenile Casebook
With this constellation level unlocked, Shikanoin Heizou will have a buff every time you switch from another character to him. After taking the field, Heizou’s normal attack speed will be increased by 15%, and he will also gain 1 stack of Declension for Heartstopper Strike. This effect lasts 5 seconds but can only be triggered once every 10 seconds.
Based on how the effect for the Named Juvenile Casebook is triggered, it can be paired well with The Widsith catalyst. However, these effects cannot be activated in a co-op play where you will only have Shikanoin Heizou as your active character, and you can not switch to another character.
Constellation Level 2: Investigative Collection
This constellation level will enhance the effect that follows when Shinkanoin Heizou’s elemental burst is used. With this activated, the pull effect of the Arresting Windtunnel created by Windmuster Kick is enhanced, and its duration is increased to 1 second.
Constellation Level 3: Esoteric Puzzle Book
The third level of the constellation, Cervus Minor, will increase the level of Shinkanoin Heizou’s elemental skill by 3 and upgrades its maximum level from 10 to 15.
Constellation Level 4: Tome of Lies
This constellation level will benefit Shikanoin Heizou when he uses his elemental burst.
With this unlocked, the first Windmuster Iris explosion in each Windmuster Kick will regenerate 9 elemental Energy for Shikanoin Heizou. Every subsequent explosion in that Windmuster Kick will each regenerate an additional 1.5 Energy for him.
One Windmuster Kick can regenerate a total of 13.5 Energy for Heizou in this manner.
Constellation Level 5: Secret Archive
The fifth level of the constellation, Cervus Minor, will increase the level of Shinkanoin Heizou’s elemental burst by 3 and upgrade its maximum level from 10 to 15.
Constellation Level 6: Curious Casefiles
The final level of Shikanoin Heizou’s constellation will grant an additional buff that a stack of Declension gives. With this level unlocked, each Declension stack will increase the Critical Rate of Heartstopper Strike unleashed by 4%.
When Heizou possesses Conviction, this Heartstopper Strike’s Critical Damage is also increased by 32%.
How to Build Shikanoin Heizou
Elemental DPS Build
As the main DPS who uses a catalyst for a weapon, Shikanoin Heizou’s attacks are elemental and deal elemental damage. Since he is an Anemo Vision user, you need to increase his Anemo damage as much as possible.
Prioritizing Anemo Damage on artifacts set should be done, followed by a decent amount of 1,600 – 2,000 ATK.
Critical Rate and Critical Damage
These two stats greatly increase the overall damage output of most damage-dealing characters. For Shikanoin Heizou, you will still need to reach the ideal number of around 75 – 100%. For Critical Damage, you can focus on this once you have a decent amount of Electro Damage, ATK, and Critical Rate.
Although Swirl does not trigger a critical hit, it should be noted that Shikanoin Heizou’s damage is by Anemo damage. This means that it is okay to increase his Critical stats since he does not rely on Swirl to deal damage.
Weapon: Catalyst
Catalyst is Shikanoin Heizou’s weapon, and the ones you need to equip him are ideally the ones with Critical Rate or Critical Damage as its secondary stat. However, all other catalysts increasing his overall damage will work more than enough for him.
5-Star Catalysts
Kagura’s Verity
As a 5-star weapon, this catalyst has a high Base ATK compared to the lower rarity ones. Its secondary stat is Critical Damage which allows you to prioritize building Critical Rate and ATK to reach the ideal amount.
The passive effect of this catalyst is called the Kagura Dance of the Sacred Sakura, and it grants the weapon wielder a Kagura Dance effect when they use an elemental skill. The Kagura Dance effect will temporarily increase the damage to the character’s elemental skill, and this effect can be stacked up to 3. When the maximum stack of Kagura Dance is reached, the weapon user will have an additional increase to all their elemental damage.
Shikanoin Heizou can easily trigger the maximum refinement effect of this weapon based on his play style. Using his elemental skill, the Kagura’s Verity will also gain a Kagura Dance effect. Having the maximum stack of the Kagura Dance of the Sacred Sakura’s effect, Heizou’s elemental damage is increased, which also increases the damage of his normal and charged attacks.
The Kagura’s Verity is a time-limited 5-star catalyst that was first introduced with the arrival of the game’s 2.5 version. Meaning this catalyst can be obtained by making wishes on the Weapon Event Wish Banner only when it is the featured item.
Lost Prayer to the Sacred Winds
This is another 5-star weapon that is considered the top choice for any DPS character that uses a catalyst. Its secondary stat is Critical Rate, making it easier for you to achieve the ideal amount of the said stat.
The Lost Prayer to the Sacred Winds is also best for a play style where you keep the character on the field and rarely switch to other characters. This is because of the elemental damage bonus given by the weapon’s Boundless Blessing passive effect, which can only be gained if the character stays on the field for at least 4 seconds. If that character leaves the field, let’s say you switched to another character even for just a slight second, the bonus will be removed or canceled.
Skyward Atlas
Another 5-star catalyst that Lisa can use is the Skyward Atlas. This weapon can provide a lot of ATK for Shikanoin Heizou, thanks to it being the catalyst with the highest base ATK of 674 at level 90, plus the secondary stat of ATK% bonus of up to 33%.
Wandering Clouds is the passive effect of this weapon, which increases the elemental damage of the character using the weapon. This effect also provides the character’s normal attack hits a 50% chance to earn the favor of the clouds, which actively seek out nearby opponents to attack for 15 seconds. This certain attack deals 160% damage at refinement level 1 but can only be triggered once every 30 seconds.
Memory of Dust
This weapon can increase her overall ATK stat better than the other weapons. However, you need better Critical stats from your artifacts to have a better damage output.
This weapon’s passive effect also requires you always to pick up an Elemental Shard to have a shield and trigger the additional damage bonus unless you have a shielder on the team with Shikanoin Heizou.
4-Star Catalysts
The Widsith
The Widsith is a 4-star catalyst with a secondary stat of Critical damage bonus. This weapon is popular among those who like to do damage showcase videos because of its passive effect, which greatly increases the character’s damage output.
With the weapon’s passive effect called Debut, when the user wielding this catalyst takes the field, one of three stat boosts will be randomly bestowed to that character. The stat boost can increase ATK, elemental damage, or Elemental Master. However, this effect can only be triggered when switching between characters in the party. Thus, making the passive useless in a coop game setup.
Solar Pearl
If you are willing to spend real money on this game, you might want to consider purchasing the Battle Pass to unlock one of its weapons, the catalyst, Solar Pearl.
This 4-star weapon has a secondary stat of Critical Rate bonus and its passive effect that works well with Lisa’s playstyle.
With Solar Shine, the weapon’s passive effect, if an elemental skill or elemental burst hits an opponent, the normal attack of the weapon wielder will be increased. Likewise, if a normal attack hits an opponent, the weapon wielder’s elemental skill and burst damage is increased.
Blackcliff Agate
Another 4-star catalyst weapon that can boost Shikanoin Heizou’s Critical Damage is the Blackcliff Agate. This weapon is perfect against a group of enemies where weaker opponents are present because its passive effect, called Press the Advantage, grants an increase in Lisa’s ATK for 30 seconds if she defeats one of those enemies. This effect can be stacked up to 3.
This weapon can be purchased from the Paimon’s Bargains shop using 24 Masterless Starglitters.
Dodoco Tales and Eye of Perception
These two 4-star catalysts have the same base ATK and secondary bonus stat of ATK%.
When using Dodoco Tales, Shikanoin Heizou’s normal attack hits on opponents will increase the damage of his charged attacks and vice versa.
Suppose you participated in the Midsummer Island Adventure event in the Golden Apple Archipelago during the 1.6 version of the game. In that case, you will have a copy and refinement materials of the Dodoco Tales catalyst. It is a weapon exclusive to that event and cannot be obtained anywhere else.
With the Eye of Perception’s (EOP) Echo passive effect, the character’s normal and charged attacks will have a 50% chance to fire a Bolt of Perception that will deal damage as it bounces from 1 to 4 enemies.
The passive effects of these two weapons are pretty easy to trigger based on Shikanoin Heizou’s play style as a DPS character.
Mappa Mare
This catalyst is one of the weapons that you can craft with the city smithy. With Elemental Master Bonus as its secondary stat, this weapon is good for an elemental reaction-type catalyst user. When the said character triggers an elemental reaction while using this weapon, their elemental damage will temporarily increase.
Increasing Heizou’s Elemental Mastery will increase the damage of the Swirl that he triggers. However, to keep triggering such elemental reactions, characters that apply Hydro, Pyro, Cryo, or Electro should present at the party with Heizou.
Oathsworn Eye and Royal Grimoire
These two 4-star catalysts have ATK% as a secondary stat, which is safe for most DPS characters, including Shikanoin Heizou.
The Oathsworn Eye’s passive effect, People of the Faltering Light, increases the energy recharge of the character for 10 seconds after using an Elemental skill. This effect can make up for the high energy requirement of Heizou’s elemental burst talent.
On the other hand, the Royal Grimoire’s Focus passive effect increases the Critical Rate of the character upon dealing damage to an opponent. This effect can be stacked up to 5 times, but once a critical hit has been triggered, all existing stacks of this effect will be removed.
Artifacts
The artifacts are the main source of stats that greatly affects a character’s build. For Shikanoin Heizou, as an elemental damage dealer, the first stat bonus you should look for are the ones that boost his Anemo damage.
4-Piece Sets
Vermillion Hereafter
The 2-piece set of this artifact gives an 18% ATK bonus. With the 4-piece set, aside from the ATK% bonus, after the character uses an elemental burst, this character will gain the Nascent Light effect that increases ATK by 8% for 16 seconds.
When the character’s HP decreases, their ATK will increase by 10%. This further increase can be triggered once every 0.8 seconds and can be stacked up to 4 times. Nascent Light will be dispelled when the character leaves the field, and if an elemental burst is used again during its duration, the original Nascent Light will be dispelled and replaced by a new stack.
Shimenawa’s Reminiscence
Since Shikanoin Heizou’s play style involves a lot of normal attacks, the 4-piece set of this artifact can be a good choice.
Aside from the 18% increase in Heizou’s ATK, when he has 15 or more energy, she will lose 15 more energy after using an elemental skill, but the damage of his normal, charged, and plunging attacks will be increased by 50% for 10 seconds.
Echoes of an Offering
Like the two above, the 2-piece set of this artifact gives an 18% ATK bonus. If a 4-piece set is equipped, when normal character attacks hit opponents, there is a 36% chance that it will trigger the Valley Rite buff. This buff will increase the normal attack damage by 70% of the character’s ATK.
Again, with Shikanoin Heizou’s play style involving normal attack combos, triggering the Valley Rite buff will not be a problem.
2-Piece Sets Combination
The following are artifacts with 2-piece sets that can be combined with each other and still provide decent stats for Shikanoin Heizou.
Viridescent Venerer
The 2-piece set of this artifact gives a 15% Anemo damage bonus, which is good for Shikanoin Heizou, given that his attacks deal Anemo elemental damage. However, equipping only 2 pieces is the recommended option, and using 4 pieces is not ideal for Heizou’s kit and build.
Noblesse Oblige
The 2-piece set of this artifact increases the damage of the character’s elemental burst by 20%.
Gladiator’s Finale, Shimenawa’s Reminiscence, Echoes of an Offering, and Vermillion Hereafter
The 2-piece sets of these artifact sets will grant the character an 18% increase to their ATK. This is a safe stat to have on most characters. Thus, making use of it is still a good choice.
Artifact Parts’ Main Stat
Make sure to have a Goblet of Eonothem with Anemo Damage Bonus as its main stat for Shikanoin Heizou. You can then choose to have either a Critical Rate or a Critical Damage Bonus for the Circlet of Logos.

What is Character Ascension in Genshin Impact
Each character has a certain level cap depending on their current ascension phase, and a character can be ascended up to 6 phases to reach the maximum character level of 90. Passive talents and special ascension stats will also be unlocked when a character is ascended to certain phases.
Ascension Materials
Ascending a character will need several items to be used as ascension materials, and for Shikanoin Heizou, the materials and the amount needed for each ascension phase are listed below.
Mora: 420,000
Mora is Genshin Impact’s main currency unit. It is accepted in all the nations of Teyvat and is also used to upgrade weapons, artifacts, talents, and character levels.
Runic Fang: 46
This monster loot is an item that is exclusively dropped by the Ruin Serpent. This mechanical piece, with ominous runes carved on it, is the “fang” with which the mysterious, snake-like machine of old dug into the mountains’ depths.
This mechanic part can be obtained by defeating the Ruin Serpent in its underground lair in The Serpent’s Cave in the northwestern part of The Chasm: Underground Mines.
Vayuda Turquoise
These mineral crystals can be obtained from boss enemies manipulating the Anemo element. Boss enemies include the Anemo Hypostasis, Stormterror Dvalin, the Maguu Kenki, and even Azhdaha.
You can also get these from quest and commissions rewards by crafting them using the ones with lower rarity levels.
The amounts needed for each are as follows: Vayuda Turquoise Sliver: 1; Vayuda Turquoise Fragments: 9; Vayuda Turquoise Chunks: 9; Vayuda Turquoise Gemstones: 6.
Onikabuto: 168
An onikabuto is a strange beetle that inhabits areas that are rich with Electro energy. Its docile and sedentary temperament could not be more different from the fierce, demonic visage displayed on its armored shell. They are only found in Inazuma, especially in areas of high Electro concentration, such as the Mikage Furnace in Tatarasuna and Mt. Yougou.
Treasure Hoarder, Silver Raven, and Golden Raven Insignias
These things are signets, and insignias are badges used by members of the Treasure Hoarders to identify themselves. You can collect them by defeating Treasure Hoarders and by crafting.
The amount needed for each is as follows: Treasure Hoarder Insignia: 18; Silver Raven Insignia: 30; Golden Raven Insignia: 36.
Ascension Phases
Ascension Phase 1
This first ascension will be done after the character reaches level 20, and they cannot proceed to the next level without ascending to the next phase. The character level cap will be increased to 40, and Shikanoin Heizou’s first passive talent, Paradoxical Practice, will be unlocked.

What are the Talent Level-Up Materials for Shikanoin Heizou
Aside from Mora and Treasure Hoarder Insignias, you will also need a few of The Meaning of Aeons to increase the level of Shikanoin Heizou’s combat talents.
The Meaning of Aeons
This material is a piece of headgear that you can obtain once the dust has settled in the Plane of Euthymia. You can collect a few of these by defeating the Magatsu Mitake Narukami no Mikoto – Raiden no Inazuma Tono at the End of the Oneiric Euthymia Domain Memories: Guardian of Eternity in Inazuma.
Talent Level Book: Transience
The talent scrolls you will need for Shikanoin Heizou to master her combat capabilities are the ones of the “Transience” series, which you can obtain from the Violet Court Domain of Mastery: Reign of Violet in Narukami Island, Inazuma.
